The baton strike is to his arm from what I can see, common law accounts for lethal force and its use, the criminal justice and immigration act allows for "hindsight" how anyone can condemn somebody on that footage is beyond me. What's more likely the case is he was bouncing up & down on the spot, waving his arms in the air shouting "C'mon then!!!" to some opposition fans 100 yards down the street, all while a mate was filming it so they could post it on Facebook showing how hard they were. As much as that might make them dicks, it most certainly does NOT justify that reaction from the police.
