When you think how valuable survival in the premiership is, maybe clubs think along the lines of "this player is 'worth' 20m but the potential insecurity and doubt about finding a decent replacement is enough that we're scared to sell him, even at such an inflated price..."
I know this is an extreme case but I think the financial incentive to stay in the premiership scares clubs from selling their better players.
It's the only reason I can think that any club would turn down 20m for troy deeney

As much as I love my club being at the top table, there is so much wrong about what clubs are chucking at players.

It's not just what he's worth in an open market but what he's worth to Watford.
He's the kind of player who will score the goals that make the difference between staying up and going down - in that context it's not a lot of money at all.
