We’ve given away a public owned asset in the old warehouse, to a private company based in Manchester who now own it. We’ve then paid them a substantial grant to build a apartment block and shared workspace that they will own and benefit from.

I'm guessing the hope is that rather than a dead, ugly area that wasn't bringing any money into the city, it will now have the opposite effect. The flats and businesses will bring in council tax, which couldn't be said of the previous incarnation. There's soooo many of these in the city a start has to be made.

Putting more people into the town centre will only benefit Newcastle.

Yes but it needs to be creative which is what the proposals sound like More public amenities (I don't mean toilets), just not basic shop units as that model is dead I believe the York Place (if you know it) redevelopment covers what you are asking for and it will effectively provide a better link via Merrial Street to the other developments.
