As a dog owner I'm pretty certain what they're trying to get at is that certain communities are not used to dogs as pets and are infact pretty terrified of them, I've seen it several times out with ours, 1 Lady actually scampered into someones yard and cowered up against the fence as I was walking along but I'm not sure if it was the dog or me she was trying to get away from  So they're basically saying if it's not dog free these families won't go there. So now they want to make it dog free so that us with dogs won't go there  |
