Well an extra standard seat wouldn't be comfortable, would it. The west ham on the left seat and the east ham on the right seat, with an armrest in between? What she needs is one seat, but wider. Interesting point there, the difference between Canada and USA.

I had to pay £34 the other week because my 20kg bag weighed 22kg. I believe people over a certain weight shouldn’t be allowed to fly. That way it might make them think about doing something about it

If she's occupying an extra seat and the airline company would lose money if they didn't let her pay for the extra seat, then it's no debate really!
But in other cases I see it more like an almost totally empty parking lot, where I think it's wrong to put fine bills on car windows when they're not bothering anyone for an hour or two and there are 80 empty spaces. Flexibility pls. Here I'm not talking about the parking spaces in the inner city used for shopping mostly, but some we have here in residential areas. I guess planes don't go half empty though.
