Of course it’s both. They’re a rubbish bunch of players but they’re Jones’s rubbish bunch of players.
Jones is further responsible for thinking they could play a system they’re clearly not capable of playing.

We've looked better with Campbell, Ince and Gregory and a change of system............... before the formation change, we looked every bit the same piss poor of last season, after the changes we looked much better.

It was the changes that made a difference so its down to initial team selection. Had Volkes taken that early chance and Butters not made a poor decision it may have been a lot different.

He signed a lot of the team. He picked the players. He 'motivated' the players. He set them up as how he wanted. I think it;s Jones fault at the moment in my view.

Whilst he inherited 2 awful players, who cost big money and are tied into long lucrative contracts in Maclean and Afobe, he’s also bought in 6 very average players so of course it’s his fault at the moment. He’ll be gone soon if his awful record continues. Well beaten today.

I've repeatedly posted that it is a 2 year exercise to turn this club round.
We have too much deadwood to remove and replace in a couple of transfer windows. Some of this summer's signings are clearly short term stop-gaps till we can get better players or develop players from the academy.
The truth does not come out till many years later when people write their memoirs. When Tommy Docherty went to ManU, he took a look at the players and told the board, we may have to be relegated this season before things can be changed back to title winning ways. The ManU board accepted that.
It took 2 years for Norwich and Sheff Utd managers to build promotion sides. They weren't starting with the players we have. If there are managers to blame it is Hughes and Rowett and the players they brought in. It is going to take time for the club to get rid of them.
Most disturbing today was not the poor form of Vokes and Afobe, I'm not surprised by them, what is disappointing in the lack of team work, basic passing was poor. The defending continues to be an issue, we have a very soft middle that other teams seem to just drive through.
It takes time to get a team of new players playing a different way. Mark Hughes first season was all change and results were poor till December and then only really took off when Odemwingie joined the club in January and we pushed on to 9th place.
The manager and players need a few months playing together to build an effective team.
Stoke don't do victory on the first day of the season.

But the clubs you mentioned recruited players to suit the managers' preferred style.

Why is he playing players out of position or brought in players who don't fit the system he prefers ? McClean is a fucking liability at LB can you really not see that ?
