Why would you want an alternative to penalties? Players do anything and everything to cheat to get a penalty in normal time, they congratulate each other when they get awarded a penalty by cheating.
So when it goes to penalties after extra time they think it's harsh when they knocked out, it's not harsh on the other team if they knocked out in normal time with a dive for a penalty though.

Have the penalties before extra time so you know who's going to win if there's no more goals.
to be honest though, if neither team has won in normal play neither deserves to go through so might as well flip a coin.

Commission Duckworth Lewis to come up with some amazing stats based algorithm that would find the team that deserved to win over 120 minutes. They could always contact my company to write the software for them and then with the profit I make I could retire to the Bahamas. Failing that at the moment a penalty shoot out between the two managers would I am sure give us a significant advantage.

Play the first half of extra time with a size 4 ball and if still no store the second half of extra time with a size 3 ball. That should getting some goals flowing from open play. Would be very hard to save a size 3 ball smashed by a charlie Adam type player.

I don't think the penalties before extra time would work, the team that wins the shoot out could just park the bus and then it'd turn in to a turgid boring affair. I'd go for removing 2 players at the start of extra time and if it's still square after the first half remove 2 more

Keep penalties after extra time but make it that every player has to take one. Full 11 taken at the same time in front of your own fans.
Get rid of away goals rule tho'.

I'm sure that one of the European cups semi finals involving Liverpool was decided by a flip of the coin in the 1960s.

I like the ice hockey style shoot out which they used in the MLS for a while. The player gets the ball 35 yards out and has 5 seconds to score - you still get the blame for messing up, but it'd be pretty fun. There's a few of our players who couldn't make it to the goal in 5 seconds from 35 yards.

My suggestion is that if the result is level at 90mins the team with the most shots on target during the game goes through, it really could be that simple. I think this would encourage more attacking football and in turn produce more goals therefore hopefully in turn meaning that a match is won fair and square during the alloted 90mins match. It could be tweaked and adapted to perhaps be the deciding factor after extra time as opposed to the 90mins to just eliminate the penalty option. I'm convinced this idea would create more goals and could make extra time and penalties a thing of the past. The penalty option could still be utilised should the rare occasion occur where the score is level as is shots on target but think it would be very unlikely. Whether the shots on target stats are displayed/conveyed to teams during the game so they know where they stand could be debated to.

Although I appreciate it sometimes hard to define what actually is a shot on target.
Whichever keeper makes the most saves, then it's his team who lose, or something similar? But of course that wouldn't allow for clearances off the line from other players.
If it could be demonstrated that there wouldn't be any ambiguity over what constitutes a shot on target, then I feel this method would be preferable to penalties for sure.
The problem with this is it risks changing the objective of the game. In a tight game when it doesn't look like anyone will score the sides will concentrate on just trying to have a shot. I would hate to see a scoreboard saying 0-0 (12-11 on shots).

You'd see a lot more hit and hope efforts from 30 yards that may just dribble into the keeper's arms instead of teams trying to open up a defence to get a really good goal scoring opportunity. Imagine a game that was decided by a 40 yard hoof into the keeper's arms being counted as a shot on target! It just wouldn't work.
