Surely there is no rule that prohibits a ball boy helpfully cleaning the ball before passing it to the player about to take the throw in. If we have extra ball boys stationed around the pitch they could do the towelling job for us to save Ryan or Rory the chance of getting into trouble.
I dont know if referees still check each player's studs before the match, but some pundits would clearly like Stoke players to be checked to see if they might be wearing a "towel".

fa rules say that both teams must agree to a towel been used,,, so teams say no to it,, so ball boys cant dry the ball

Why don't you just forget about towels all together and make sure you have enough balls (no pun intended) to make sure every ball boy has a dry one for each throw in.

Everyone should have a towel but instead of waving it, when we get a throw nearby where you sit throw your towel to rory/ryan. Imagine on tv delap goes to take a throw without a towel and suddenly gets covered in them.
