I've been putting a lot of thought into this, and this is how I'd handle things if I was in charge of FIFA-
1- Universal wage cap of not more than £25000 a week. that's £1.25 million a year. Even if you only have a short career, someone on the average working wage is earning just over a million in their entire career. If you live any sort of reasonable lifestyle, £25000 a week should be more than enough (And that doesn't include personal sponsorship etc.)
2- Squad size limitation of 20. At the start of the season, each team should have to register 20 players to play for the first team. In the event of serious injury crises a U21 player from the academy could be called up. I'm fed up with players like Shaun Wright-Phillips rotting in Chelsea reserves when we have to put up with the quality of wingers we do.
3- Quota of local players in the squad of 20. Say 5 players must be from within 30 miles of the ground. I'm not too sure about limitations on foreign players.
4- Pass the savings from a wage cap onto the supporters. Bring back terraces and manage them properly (Like in Germany). Get 50 000 people in from say £2 each, if we have to by bringing in rules on ticket prices. If clubs are being run as businesses then they are always going to charge the highest price the richest 30 000 supporters are willing to pay, pricing the club out of the reach of the local community.
5- Get rid of premier leagues. All professional leagues must be run directly by the football associations.
6- Bring back the old-style European championships. Two legged straight knockout between the league champions and domestic cup winners. It should be about the prestige, not the TV money.
The PFA won't like it, the Premier League won't like it, and G196 definitely won't like it, but when players are earning frankly ridiculous wages they can't possibly hope to spend by living any sort of reasonable lifestyle, the Game is being priced out of the reach of the original fan base, the leagues are becoming boring and predictable, and the gulf between the haves and have nots is widening every year, they can cram it up their cram holes.

Damn good idea! I'll start my own league with all my mates, and we'll make damn sure none of us earns more that 25000 a week! Damn!
