I agree with this, new teams up should be allowed to spend xyz (Higher than others)
Then every team each window should be capped on the spending, if it's not the gap just gets bigger between the top 4 clubs and it's not about football it's about who has the richest owner.

The FA/league should be concerned about the finances -where the money comes from and the way in which the market place is being skewed.
The individuals who buys clubs,and the manner in which they fund the purchases as well as the transfer market.
Are there parallels with the banking system?

Heart says yes, head knows it's unlikely to happen any time soon.
The governing bodies will never try to impose anything like that, because they know the big boys would take it to the courts (and probably win).
You'd also have to say it's partly our own fault for:
- Paying through the nose for tickets, merchandise, Sky Sports, etc. - Bleating about our clubs showing no ambition when boards try to run them on a sound financial footing. - Going into raptures when we shell out millions on very average players.
The only thing that will control the market is the market itself. When the oligarchs and plutocrats decide that it's no longer fun or fashionable to own football clubs, and when one or two big names disappear down the toilet, then we might see things change.

Ay up Staffs No thank you. We have a cap in MLS, over here, and it sucks. In part because it's too low, granted; but it really hobbles management trying to bring players in. PS They pay for Becks at LA, Angel at my club (see avatar) via a new thing called Designated Player - the cap doesn't apply.

Bang on, you start bringing in caps on transfers/wages etc then there will be a exodus of top players from this country, they'll just go off and play in Spain or somewhere that doesn't have a wage cap.
