I know that there is a lot of worry about the frozen conditions and snow so just thought i would clear it up for you all. I work in the catering industry and its the same.
You cannot open (or play a match) if the general safety of the pubic is at risk.
If a mamber of the public enters you, must insure their safety
In short, you dont need to worry about the pitch as that has heating, its the conditions outside and in the stands, if joe public falls over a frozen puddle they can claim against the club

if a "mamber of the public enters me" - The public had better keep their mambas to themselves around me, I tell you know. I will put on my strongest trousers just in case...

I wouldn’t go as far as to say I ensure they’re safety but I do make sure I make 10 minutes of time for spooning afterwards. It tends to calm them down a bit, there’s nothing worse than a crying, shaking, terrified 12 year old.
It can be a bit of a turn on mind but that’s another story and I can’t make further comment whilst the case is on going.

From The Sentinel online......
STOKE City have reassured fans tonight's Carling Cup quarter-final tie at home to Derby County (7.45pm) will go ahead, despite the wintry conditions.
City are predicting a crowd between 23,000 and 25,000 for the game, which gives Stoke the chance to make the semi-finals of the competition for the first time since Tony Waddington's team won it in 1972. City media officer Colin Burgess said: "We have had the undersoil heating on and the pitch and the running track are fine.
"Also, all the walkways and areas around the ground have been gritted and are fine. "We are looking forward to a big crowd. Derby sold their 4,800 allocation in the first day and it is looking good from our fans as well."
Admission to the game has been reduced to £15 and £5 concessions.
