In its current format-season 1958-59,when we started wirh divisions 1,2,3 and 4 and not north and south, that finished the season before, has there been a full league fixture without a 0-0 score line ooh err!

I think what he means is:
Since the league format was changed in the 1958-59 season, has there ever been an occasion where in all of the matches on a particular day throughout all the leagues, there hasn't been a single 0-0?
