the built in sat nav software is free to browse or find where you are etc, but if you want to plan a route it will charge you - this isnt o2 charging you this is nokia and its gonna cost you £55.61 for a 1 year license, £19.86 for a 90 day license or £6 for a 30 day license PLUS any data charges which would be payable to o2 if you dont have any data allowance in with your contract.
however it possible to install tomtom mobile onto the n95 which does work very very well but does require an external bluetooth GPS receiver which will cost you about £20-£30 off of ebay, this I find is the better option as the built in GPS is okay but not very good when you a driving around, it struggles to track you sometimes.
there are another couple solutions, co-pilot etc but i have not use this and so cannot comment.

dont know much about the sat nav, but i do know it drains the battery quite quickly. I've got a n95 and it takes ages for the inbuilt sat oct to locate where i am Go for the tom tom add on package that fantom mentioned

If you install the Nokia Maps from the Nokia website to your memory card then you never need to use any data.
Go into the Maps settings then network settings and make sure the "use network" setting is set to never.

i am on T mobile and often use the route planner on my N95 but with t mobile you can either have web and walk £7 per month unlimited data or have it capped at £1 a day.
The only thing is sometimes if you aint in a 3g area it doesnt find the gps location of where you are.
but other than that its ok.
