As heard in common parlance these days, not necessarily used much on TV (though I've definitely heard Gary Neville saying it) but more usually on the socials and poor media outlets that rely on socials. I've also heard it from the non ST- seats behind me. Used when a player has scored an unlikely goal from an unlikely position on the pitch.

Well, within the context and laws of the game, yes they are. As long as the ball is legally in play, any player can shoot from anywhere.
If we're talking in the context of human rights, that's a stupid and irrelevant thing to say.

Usually it's "for fucks sake, shoot" when I watch our players being handed a gift opportunity, before they take some fucktard idea to pass with the goal at their mercy, which ultimately results in us giving the ball away.
