Unbelievably my Jeep Renegade with 1.6l, 118bhp diesel is exempt. How does that work? Thought Diesel engines were the devil incarnate when it comes to LEZs.

I'm in two minds about this. Something does have to be done to clean up the air around big cities. I am biased as my car is Low Emissions compliant, but I know if it wasn't then I'd be fretting about the time and expense required to choose and buy a new car. As it is, I am pleased if this means traffic levels around Bristol are significantly reduced.
They really need to introduce this scheme to Birmingham though - it's the worst city in the country for traffic congestion I think.

His company stopped paying for corporate parking during lock down and never renewed it. So he pays £21 a day parking and LEZ for his BMW gas guzzler.

Only had to deal with CAZ's from a HGV perspective but it's basically diesel engines older than 64 plates or petrol older than 06. Class D zones include cars, where as ABC are just buses, coaches etc.

The traffic is astonishingly bad.

I'm in the same situation. Free VED on older diesels is based on low CO2 emissions. The Bristol CAZ has been introduced to combat local air pollution, namely NOx (nitrogen di- and monoxide) which is at illegal levels in central Bristol, diesel engines being a big offender on that count. Euro6 diesels and Euro5 petrol are exempt from Bristol CAZ. In Bath Euro5 diesels are exempt too.

Some European studies showed that low emissions zones increased pollution overall or moved the problem elsewhere because many drivers took a longer route to avoid them and/or were stuck in congestion for longer. In many places, they're an ill-thought out (or money making) way to meet emissions targets in specific locations. There is a scheme in Birmingham already. I'm not a fan of them (despite my car being so old it's exempt), and there are better ways to reduce pollution.
