Right click 'my computer' then select properties and go into device manager.
Can you see it under DVD/CD Rom drives? If so right click>>properties. What is the status of the device?

Start Menu > Programs > Administrative Tools > Computer Management > Storage > Disk Management. This Should bring up all the drives that are on your computer. Is your dvd drive showing?

Unplug the drive while your laptop is swithched on and plug it back in, then go to add and remove hardware and add it using the wizard.
