Owning the big six means the vast majority of users are under public ownership. But private companies are still allowed to access the market and run in competition alongside the government owned big six. Even if there's an unlikely legal challenge there are exceptions in EU law allowing government ownership. These exceptions can be made, if the government made decisions in the countries national interest. Doesn't really matter as we'll be leaving it all behind anyway!
