Don't know where the wording originated, but it was certainly quoted in a very classic old black & white film, starring Lon Chaney, about a werewolf - so it was probably 'The Wolf Man'.
The wording might be a quote from somewhere else or could have been written for the film. When you're very little and see a scary film like that, you never forget it. Now all we need is a smiley with his hair standing on end.....

Often described as a poem - It appeared in all 4 of the films in the "Wolf Man" (Werewolf of London) series - As far as I know Soidmak wrote it for the film, as well as the rest of the script(s). And a top little poem it is .... used in many Wolfie type films and stories since (Van Hellsing being the most widely known, recent example, I should think). All very Meatloaf and Bat Out Of Hell (or You Took The Words Right Out Of My Mouth, anyway ) I always think a writer should be most pleased when something they make up becomes cannon from there on in. No greater tribute, and all that
