thought it was season after. i think it means you can name 7 subs can still only use 3

It is coming in next season, and was decided around christmas time i think, maybe a bit before then. Just gives the managers more choice fo subs and some say may even help home grown talent.
As you can have 2 more subs, so can put a young academy player on the bench if you want to, and if you are winning comfortably you can put him on. But not many managers would take the risk with only 5 subs (4 outfielders), in case it turn out to be a tough game, where you need experience.

this rule is the biggest load bollocks going. teams like manu chelsea etc will just spend millions for players so they can sit on the bench... and probably send their career down the shitter..... shaun wright phillips ?? but with this shitty rule this will be happening more and more.
