I don't think he was ever actually recalled by Chelsea.
So he's still at Charlton?

Chelsea and Charlton are locked in a major diplomatic row over the fate of young Scott Sinclair.
Avram Grant is seething that the top prospect has been under-used by Alan Pardew and wanted to cancel his loan.
However Stamford Bridge officials pointed out the rules to the irate Israeli and told him that he can't do that until 28 days of the loan is up. That date is March 26 at midnight, which leaves scope for Sinclair to be recalled and then sent on loan to another club. That will also need all three parties - Chelsea, Charlton and Sinclair - to agree, but Grant is not in the mood to be messed with.
Winger Stays An Addick
Recent reports had speculated that Chelsea and Sinclair himself was unhappy with the situation in south east London.
Chelsea boss, Avram Grant suggested it might be better for the young starlet to return to Stamford Bridge to ply his trade in the reserves.
These claims have been dismissed by Addick's boss Alan Pardew, and the 18-year-old will be staying at Charlton for a required minimum 28 day period.
Crystal Palace had shown an interest at Sinclair's unrest and were ready to try and secure a deal for the player.
Winger, Sinclair was a firm fans favourite in two other short stints at QPR and Plymouth and Charlton fans will now be hoping he can produce the same kind of form that won him that status.

Maybe we had a special clause written into the loan deal? Or a gentlemans agreement?
Perhaps the 28-day-thing only applies in the absence of anything contrary in the deal?
