Then he isn't good enough for any level. The laws need to be applied with the same competence throughout the game - after all, the rules don't change in different divisions, do they? Why should the referees that are supposedly the best in the country referee in the Premier League while the rest of the leagues have to make do with dregs? If a referee cannot demonstrate competency when applying the laws of the game to a match, then they shouldn't be a referee.

If a referee is not capable of looking after a conference game, I think it's fair to say he/she is not capable of handling a Premiership game. If a referee steps down from the Premiership to officiate a Championship game, then I think he/she should be good enough.
Each level will have more than one referee who makes mistakes, including the Premiership.
