10% of capacity or 3,000 whichever is the lower (I think) which is why the allocation for Man Utd is only around 3,000.

The rule is 10% of capacity or 3,000 which ever is the LOWER figure. So grounds of over 30,000 cpacity need only offer 3,000

woosh - the rule is explained in about three posts on this thread. All grounds above 30,000 capacity only have to offer 3,000 tickets to away fans
