I don't know the full facts of the case but my understanding of the licence question was that non EC immigrants to this country had to get a UK licence after a certain length of time. If his licence is invalid then his insurance will be invalid as a condition of the insurance will be that he has a valid licence. It does appear to be a technical offence and I'd doubt if the penalty will be huge if he is found guilty.
However, northstokie, I'd advise you not to go into too much detail about the case on here because that won't help your relative to do a proper job of representing Ricci.

I think that the Chief of Staffordshire police should make a personal call to his home to apologise for the manner in which his officers behaved....disgusting.

Here is a definition of "UK Resident" under the Residency rules as far as Income Tax is concerned. Not sure if the same rules apply for foreign driving licences - but they probably do.
"As far as the UK is concerned the rule is six months. If you are in the country for six months during a tax year then you are deemed resident. The period is normally defined as 183 days total, with leaving and arrival days not counted, do not let your schedule get you into the position where these finer points are important".
PS - good news that according to the latest report in the paper, the insurance case has been dropped.

Nope. Having got his work permit then his residency status depends upon how long he stays in the country each tax year. Over 183 days then he is resident - under 183 days he is not resident for tax purposes. As I said above I am not certain whether the rules for driving licences are the same as the tax rules as far as the qualifying period for residency - but they probably are.

Fuller is a resident. if he is a vistor then he could not be employed for as long as he has been in this country ie 10 years! His solicitor is talking through his arse. If he is a jamican resident as he claims i expect a visit from immigration will be imminent as he will be working illegally. just take your points like everyone else has to. Needs potting just for visiting Goms Mill anyway!!
