that "fitness permitting" he will play in all 38 league matches because he has stated previously that he is here because he's going to play 38 league matches "or words to that effect". Could be wrong but it's something that i have an inkling over.
What would others make of that if that were the case?.

more of a gentleman's agreement i would have thought I read it as being he would be first choice striker and not just a backup warming the bench for half a season but as with any player if he doesnt consistently perform then he gets dropped.

Bloody hope not!
I think gentleman's agreement is probably the correct phrase here, realistically he is the best striker at the club (poss Fuller may be up there with him), so it's not unreasonable for him to assume that he will play most games.
Not sure what I think of him right now, after one game, need to see more!

I'm sure he's said he'll get first team football and will be a big part of his plans, which he should be. He'll be our main threat this season unless we sign some very good players to play alongside him.
