Can only assume that there must be some sort of sliding scale when it comes to ransom demands. Any kidnapper worth their salt will have done some homework on the ability/wealth of the victim to pay. Haven't done any research on the subject but if it is still happening we don't seem to hear about it. Pet napping used to be a thing didn't it.

She was saying that the family have to exhibit a degree of apathy towards the family member during negotiations which has the effect of lowering the ransom and decreasing the period of captivity.
