I would say that for a some it just runks up a huge debt (50k in some examples) that they will never pay off, several years later and a few bar/shop jobs later they go into some real training programme that they could have done at 18. And ironically be paid to do so instead build up some government debt.

Given the seriousness of this problem in Afghanistan, it seems inappropriate to be engaging in a parallel discussion about tertiary education in the UK, and maybe this belongs in another thread, but then ‘being appropriate’ was never my thing. I agree that post-18 education needs a serious rethink, but the fundamental issue for me is that people tend to think that learning has to have the specific goal of employment, whereas I believe it should be for its own sake. An educated population is to the national benefit and is something government should be investing in (While authoritarian governments are terrified of education, especially when it’s in the ‘wrong hands’). Where I probably concur with the popular view is that I’m not a fan of the ‘comprehensive’ approach to university, and when it comes to vocational degrees, they ought to be linked to apprenticeships run in partnership between employers and technical colleges (Remember them?). Everyone should go into further academic study or some kind of apprenticeship after age 18, but in my view the split between the two would be about 20: 80. Back on topic though, and in response to TCM’s OP, I worry about the way sanctions are imposed against these regimes, as they almost always hit the folk at the bottom the hardest. Difficult one.
