Dodgy streaming has done nothing to affect attendances and it's been going on since at least 2008.
Lower league fans aren't going to stop attending their team's matches because they can steam matches legally. Legalising 3pm broadcasts might make it easier for some League 2 fan to find a stream, but fans want to go to matches, and I'd bet that lower league fans appreciate and understand the importance of attending their games in person because of how much their clubs rely on them.
All it does is increase accessibility for fans who can't go for whatever reason. It won't create any more armchair fans than exist currently.
