Police or Council could issue a Community Protection Warning if it's as bad as you say.

They’ll usually ask you to complete diary sheets so I’d start with them now pre-empting what they’ll tell you. They do have listening equipment that they can lend you or you can use an app from their site if you have a suitable PC. You could call Police however there’s not a huge amount they can do re noise other than tell them to turn it down however it could be a handy way of recording incidents if they’re formally reported.

There was a similar case in our neighbourhood. The council actually set up noise detection monitors in the offended party’s house and garden. If the decibels reached a certain level, for a certain period of time, action (not sure what) would be taken. In the end, the council did nowt, but then it was because the bloke had moved next door to the primary school and was always complaining about the noise the kids made at break time! They just used the data to point out to him that, irritating and uncomfortable though the noise was, it did not reach levels injurious to health. Plus, if you don’t like noisy kids, don’t move next to a school!

There’s something called the Noise App that local authorities use which is admissible in court now, the ASB teams in the Council would set up an account for you and if required send out Diaries for you to complete. If all else fails speak to their landlord?? Still find it bizarre that they said they have no staff to look at. In addition if there’s children at the address contact Children’s Social Services and explain that you have concerns.

My daughter is a police officer. If she is called to a complaint which they respond to only between 11pm and 7am they can only ask the perpetrators to turn the noise down. Even if they comply she advises that the victims contact the local council. Ultimately the council can apply for an ASBO against the noise maker if they do not comply. But as a rule of thumb, if there is a noise nuisance there will, in many cases, be other anti social behaviour.

When I lived in flats in islington had a new neighbour who did similar after a week I bumped into her in the corridor and casually asked her the name of the cd she had been playing at 3am that morning, that was the last I heard of her music If you dont want to speak to them send a note or some pictures of headphones from amazon through their letterbox or alternatively wait until they are trying to sleep and start blasting some of your own tunes out till they get the point.

You’re almost right but the CPW’s there needs to be more than one complainant, so when contacting the Police ask them to log the job to your local PCSO for a visit, the same for your Council also. I would also suggest that you note down dates/times and possibly the name of the person you spoke to for future reference, as I said contact your local councillor
