If the six plus five rule comes in, does anyone know if Irish players would count as home grown or foreigners?

Irish passport holders are foreigners just like any other foreigner, I think. But players (like McCarthy or Lawrenson) who play for Ireland because of their parents or grandparents are still classed as English, I think.
The REAL problem is with Scottish, Welsh or Northern Irish players whose passports will be the same as English players' passports - ie all have BRITISH passports because there is no such thing as an English or Welsh passport.

Okay, cheers. I really don't like the sound of this rule.All the best British players will end up playing for the biggest teams and we'll be stuck with players who would be playing several leagues lower if there was no limit on foreigners.

Doesn't it also mean that some of the top foreigners who, at the moment, would play for a top four side be forced to play for someone slightly lower in the league?

I'd say that is true RRP. Swings and Roundabouts really. As always the top clubs will tend to have the best players and the lower ranked clubs might have less choice of the better English players but may get some better foreign players - providing they can afford them!
It should mean that more English players would get the chance to play in the Premier League than do at present.
I'm still bemused as to how English born players qualified for a foreign country would be treated. If an English born player (like Liam Lawrence) got capped by, say, Ireland because of an Irish mother, might he suddenly count against our foreign quota?

The quota system is going to be a long time coming under EU law. But if you can get past the employment rights issue, from a footballing perspective, it would surely be a good thing.
Should it happen, then the top clubs in the Premiership would be less able to hang onto as many of the top players. This would probably benefit both the other top European league teams where Champions league Football is on offer and also other Premiership teams where wages are (at the moment) generally higher than in other countries leagues.
If anything, it should narrow the gap between the top four clubs and everyone else.
