I'm only guessing but I imagine the delay is due to intelligence regarding large numbers of Koln fans with home tickets. Claude will be having kittens! Claude is permanently on the edge of a breakdown anyway.

Amazing seems to have been no liason between the clubs . Someone on Cologne must have had some idea of numbers travelling . So if there are spaces Arse cpukd.have given more tickets or set up a fan zone at Finsbury park seems all taken by surprise

So police intelligence hasn't picked up on a large influx of fans entering the country at the airports & ports and apparently the banks in Cologne were wiped out of British currency prior to today then they have marched around the capital since lunchtime in ever increasing numbers Mmmmm someone's not done there job officer.
