if he's out of contract then windows are irrelevant anyway Does his contract finish at the end of this month though? 30th june but it's quite common to let players sign if their contract finishes over the summer and they have no contractual obligations left to fulfil to that side.same with Wolly as his contract wasn't up until 30th june but we've signed him already

It's one way of publicly lighting a rocket under clubs thinking of bidding for him - especially if the concrete offer from Dnipro is less than the agent was hoping for? Agents are agents - they do whatever they can to get a big money offer for their man - so, this is a desperate appeal for Stoke/Spurs/whoever to make a concrete bid PDQ or he's threatening to have him re-sign with Dnipro.
With our links with Afellay and Calieri, we are showing that he is not our only target, so they will have to play our game and come back with more realistic wage demands if we are not to look elsewhere.
The first one to blink...........

We can give him a medical without putting in a offer. The article just says the only concrete offer is from Dnipro, so we may have talked to Kono, given him a medical but yet to offer him a contract.

This just suggests to me that we are still at the negotiation stage. We won't make a "concrete offer" until we are pretty certain that the player will accept it. I don't think it indicates we are not in for the player or that we have no chance of getting him. It could be a good indication that we are determined to get him as we haven't walked away.

The text quoted is the newspaper version of what someones representative is alleged to have said. Assuming it is word for word perfect and the translation is exact, it doesn't say they haven't received an offer it says they haven't received a "concrete" offer whatever that is. In a negotiation it could be considered that a "concrete" offer is one that is at least broadly acceptable to both parties.
