Cyclists should be compelled to have insurance and to abide by the same laws and rules of the road as everyone else who uses the Queen's highways IMHO..... Wouldnt tar all riders with the same brush but the tosser who came piling down the canal towpath after the Leicester match when there was dozens of homeward bound Stokies actually expected everyone to jump into the hedge or dog dirt laden verge so he could pass straight up the middle without slowing down was really lucky he didn't stop to remonstrate as he was invited to - he and his bike would have been taking a dip ........a complete ignorant arsehole...... Of course everyone should abide by highways laws, but it's down to personal responsibility and enforcement the same as for motoring isn't it? For every knob who rides without lights or on the pavement or goes through red lights you've got someone habitually speeding or using their phone behind the wheel. Compulsory insurance is tricky as there isn't an existing registration scheme to track who does and doesn't have a bicycle, and who does and doesn't use it. These sorts of measures just aren't going to happen to be honest because we're a nation that is getting fatter and more populated and government wants to encourage us to cycle more because it's good for personal health, congestion and pollution compared to driving - I'd bet you'd slash cycling rates in half overnight if you brought in a compulsory insurance law. You also have the issue of age - should children have insurance too? I have 3rd party bike insurance as part of my membership to British cycling. It costs me £20. That sort of premium tells you the obvious regarding the amount of damage you're likely to do to a car - most people can settle a few hundred quid for a damaged panel out of their own pocket without an insurance policy.
