Surely it must be for more than simply using the word "sket" which wiki tells me means a "girl in her late teens or early 20's who sleeps around willingly" ?
Context must play some part in the decision?
For example a "murderer" may be worse than a "sket" is some people eyes but you would not get banned for simply saying "murderer".
Then maybe slang is the issue. I'm lost.
Need to know what he said in response to what to form any opinion at all.

Exactly. The German Govt. has a fairly hefty control over the German league. Doesn't exactly do them any harm. The Premier League is free market Capitalism gone mad, to the detriment of the national game, to the detriment of your everyday fan but heaven forbid the government intervenes. We couldn't have that could we. That would be meddling in private business affairs.
