can't really blame 'Arry for this to be fair.
yes, he bought the players but as far as i'm aware he doesn't sort out or deal with the club's finances. if a manager wants someone and you can't afford him/signing him will take you over FFP boundaries then it's up to the Directors and finance people to say "Sorry floppy chops, we just can't afford him i'm afraid"
if a manager is constantly told "Yes" by those holding the purse strings then he'll rightly get on with his job and sign them.
it's Fernandez's arrogance that no-one will take action against him and he can just do what he wants that's the problem
