Whats going on with those blue flats at the top of Dividy Road, next to the bus depot? They've been finished for what seems like years, yet no one has moved in yet, surely there are enough Bulgarians and Romanians to fill them?

They look really naff though don't they? Also so close to the main road?
I always wondered what the heck was going on with them. A Barracks of some sort would seem to be an obvious answer.

I'm guessing that it's a planning permission row. I think you are right. Having a "new build" within a few feet of a main road cannot be right.

As you pass the buildings that we are talking about - heading towards Hanley - there is a row of houses, they are behind there. They use the field on the opposite side of the road also. The horses were there long before these buildings.

The flats I think were built too close to the main road and I think this violated the original planning permission so the council wouldn't allow them to proceed with any access to the main road. Without access the development couldn't continue and I'm sure what the current state of this is as I'm sure the developer in question was struggling for cash.
