That game and the very well publicised disorder was I think an important pat of what happened subsequently. Luton introduced ID cards (and banned away fans) - driven by their then chairman who was also a Tory MP. My recollection is that he (Evans) was an important part of the "debate" that led the Thatcher government to adopt a variety of crowd control measures - including compulsory ID cards more generally. Fencing was also part of that general approach. It was by no means the only factor - disorder was generally exaggerated, but it was very common - but there was an extent to which this game was a tipping point.
Of course, I could have got it all muddled.

David Evans was indeed Lutons chairman and introduced id cards and banned away fans. Thatcher was adamant id cards be introduced nationally. The Taylor report showed what we all knew... the id card scheme was unworkable and dangerous and unnecessary. It was shelved in February 1990
