The fact this man continues to take over new clubs is evidence in itself than the Fit and Proper persons test isn't properly enforced. Every club he has took over at he's left in a worser financial state, Leeds, Barnsley, Cardiff and Plymouth, they all have stared administration in the face under his helm.
