Are you comparing The Smiths to The Jam or the two as frontmen/songwriters? Either way, I in my opinion they are too different to be compared.

Weller was a decent player for Preston-never liked anything Morrissey did after 'Boon' although better than Harry Enfield in 'Men behaving badly'
I'll go for Weller as had a better left peg than Morrissey
What about 80s popster Baltimora v 'Keeping Up Appearances' actor Geoffrey Hughes?
Hughes for me although 'Tarzan Boy' a catchy tune
