if during a penalty, the taker starts with the ball in the semi on the 18 yard box, everyone else (except the goalkeeper) is in the other half of the pitch, as soon as the ref blows his whistle the taker can try and score with as many touches as he wants (kind of like hockey), obviously with the other players bearing down from the half way line and the keeper can move off his line as soon as thr whistle is blown.

If we get a penalty it would be much better if there was no goalkeeper at all unless Mamma was taking it.

come on though, imagine instead of watching someone side foot it into the bottom corner, you had to watch them and endure the excitment of a one on one with time running out to round the keeper or get your shot away, or if you had quciker players then the opposition you could hold it up till someone else was in play then lay them off.
it would have alot more to do with footballing ability then penalties do now.
