Judging from the red tape that hinders the signing of potentially exciting international players but allows any toss from an EU nation to come over he'll sign for the Brazilian team if they are seriously interested.

How come if you have to play so many internationals to qualify can there be four US goalkeepers in the Premiership, surely they can't all be internationals, does this rule not apply to US nationals?

Friedel, hahneman and Keller will all have work permits now i guess because theyve been in england for so long.
howard will probably have one in the next couple of years. he's been here since about 2002

But how did they get to play in the first place if you have to have played a certain percentage of internationals?

There's a sort of get out clause in this whereby if they believe a player will be able to contribute a large amount to the game he can still be brought in. EG if Ronaldinho was inelligible for a work permit on internationals he would still be allowed in based on this clause, obviously it works well for premiership teams but not so much for us lower down teams.
Bangoura's contribution to the game (well expected) was one of the reasons he got allowed in with his international appearances on the borderline - after having looked at Bangoura they probably don't trust us with another player lol.

that's how man utd got a work permit for anderson, because he was going to contribute a large amount.
Freidel and Keller had probably gained enough caps by the time they went to England anyway, certain old enough!
