I can't find the right address to complain to!

Just e-mail her back, saying they're obviously doing something wrong at grass roots levels for Wiley to get to the top. First of all, tell them 10 pies are not mandatory meal-size. Then, that 20/20 vision is also required. Referees shouldn't be trying to make decisions using the force.

As an ex referee i can tell you that they will not do anything, they think they are right all the time and are accountable to no one.
The Premier League referees are a law on their own and i know factual they collate information about teams and use it against them, IE: Rorys long throw is hated within referees at the top so make your own mind up, cheat corupt comes to mind

She has misinformed you, The Referee's Association represents all referees who are members, so, and most Premier Referee's are members, she is telling porkies

Dear Sir/Madam Having being a Stoke City Supporter for most of my life I feel that I have to complain about the inconsistency of referees. If clubs are find for unruly supporters then i think it only fair that referees who have very poor games also get some sort of punishment. These officials are there to enforce the laws of the beautiful game, yet they can turn an arena from one of jubilation, to one of a hostile one all of which effects not only their own performance but those of the players that are taking part in that game. I for one was at the game that was being refereed by Mr. Alan Wiley, Stoke City v Manchester City at the Britannia Stadium on Tuesday 16th February. The referee was very inconsistent with an awful lot of his decisions' one of which turned the whole Stadium in to a very hostile environment. Yes i no that these incidents happen in football but for me, this is going to sour the beautiful game. Especially when there is so much money in this league, when your finishing position could get you more money the higher in the league that you end in. We had a first half incident in which Manchester City's Patrick Vieira having being fouled by Stokes Glen Whelan then kicked his studded foot into Whelan's groin region which again has being repeated by Sky Sports News this happened in front of Mr. Wiley with no action being taken, yet in the beginning of the second half the assistant near to the dugouts reported an incident to the referee regarding a foul that the referee had waved play on to, this then led to the referee Mr. Wiley Sending Stokes Abdoulaye Faye off. This having had the benefit of sky sports news replays seemed pretty harsh as the player had played the ball and minimal shirt pulling of which both players Faye/Adebayor were guilty of. Second half Stokes Striker Ricardo Fuller was sandwiched between Gareth Barry/Joleon Lescott this happened within Manchester City's penalty area were the striker was tumbled to the ground, so therefore should have been a penalty this was waved away if the referee thought that it was a dive then of course he should of booked Fuller but played on with the game. Then with five minutes of added time stoke had a throw in near to the corner flag, the throw in came in and was headed in by Ryan Shawcross this was disallowed by Mr. Wiley who was standing quiet near to the incident, the referee claiming an infringement on Manchester City's Shay Given, again being there and also witnessing the goal thought that it should of stood, that also being the correct thought having watched the game again on Sky. I know that TV replays are good for fans and bad for officials, but as a former referee I would of thought if Shawcross had gone down under the challenge from Given then it would of being a penalty kick as the goalkeeper (Given) had actually jump in to Shawcross therefore duping Mr. Wiley into disallowing a perfectly good goal.
