Edit: Rather like the Medieval Trial by Ordeal, used to test Witches. They would be cast into the local pond or river and if they sunk or drowned they were deemed to be innocent, but if they floated they were clearly a Witch and guilty as charged!

I suppose it depends on what he says running over a duckling would not be a reportable road traffic collision so he would not have any issues regarding any motoring offences. He could well have some issues regarding the ducklings if he knew they were there and deliberately ran them over I would suggest he will say one of two things "i didnt see them" or "I did see them waited thought they had crossed and I must have accidentally ran over three" Either way it again would be very difficult to prove it was deliberate unless he drops himself in it.

I would suggest that outraging public decency is to do with lewd conduct which would be suited towards peeing in public or other act with your penis in view to get some sexual gratification so I'm not sure that fits. As for riot that's a no. He's more than likely at risk of an animal welfare offence
