Firstly why do you want to soundproof your walls? Secondly it’s a right ball ache!!! You can reduce sound simply by having carpets instead of laminate, curtains etc absorb sound even shelving units fixed to the wall. If you do want to soundproof a room it probably involves building out another stud wall, filling it with 50mm rolls of sound insulation from Wickes or whatever, cladding in 12mm plasterboard, then getting it all plastered. It would also involved new door frames, skirting and all sorts🤷🏻♂️ In a nutshell it’s a mental idea unless anyone knows any different?

If it's a new build and in progress and not built? There are things you can do
Walls - Insulate within your stud work with acoustic roll then board the walls with Soundbloc plasterboard, can use 2 layers dependant on how much sound reduction required.
Ceiling - Similar thing insulate between your trusses and board with layers of Soundbloc
Speak to your builder / developer on the new build am sure they can assist. Resilient bar to studs can help reduce sound and ensure air gaps at junctions are sealed.

Are you sure the noise is through the walls? Windows transmit far more noise as they do heat, but the biggest "leakage" is through air gaps and routes like air bricks, extractor fans, window seals (you should not be able to push a credit card into the seal between a window and its frame), and around a window frame between the frame and the wall. Modern double glazed windows should have to compress the seal on the frame when closing to seal against draughts, heat and sound transfer. (Remember that old Everest advert with the feather?) When window companies construct windows they are always sized with a gap round to fit into the wall apperture as it cannot be guaranteed to be square. Consequently there is a gap between the frame and the wall. Companies will boast about the number of cavities in their frames to insulate, but they are pointless if they is a large air gap round the frame. images.app.goo.gl/SwcD2DEgDd4uf5iP9Some companies with simply seal the gap with a run of filler (silicone sealant) on the outside and a strip of plastic on the inside. On windy days you can sometimes hear draught blowing through these seals. The gap between the frame and the wall should be filled with foam for good draught, heat, and sound sealing. If noise is a problem and you are replacing the windows it is worth considering acoustic glass or triple glazing, but without sealing properly round the frame it is pointless.

If it's a new build, go back to the builders and complain if it's not soundproofed enough. What did the specification say about the walls? You can download a sound meter app onto your phone and record the noise to use.

Mate of mine rented a flat to one in Portsmouth, closet gay that murdered young lads. Before his crimes were discovered my mate was telling me what a great tenant he was, redecorating, new carpets etc. The murderer had the perfect job at the time working at the Royal Navy fireschool, they were always glad of carpets and stuff to burn. I think he 'only' confessed to two but it's suspected he killed more, lads had been reported missing in some ports ships he was on had visited and at the same time.
