Didn’t Norwich get promoted by doing the opposite to this? They paid a low wage but large bonuses.

Of course he does. But Coates tells him what to do. Not really, he lets him get on with 99% of things Obviously Coates could sack Scholes and employ a genuine chief executive but please let's stop blaming Coates, Cartwright, Hughes e.t.c for Scholes mistakes. Of course Scholes and his assistants do the nitty gritty paperwork of contracts; but as far as concocting an idea as bizarre as 'over pay' players but 'strip them of bonuses' that can only have come from someone not used to sitting down and negotiating with players, someone at the very top of the chain, i.e. Coates himself, unless of course it's Coates Junior...

Didn’t Norwich get promoted by doing the opposite to this? They paid a low wage but large bonuses. Dunno about Norwich, but I know for a fact that Brentford's players, who don't receive a big basic wage by the division's standard, are nonetheless very heavily incentivised by bonuses.
And it seems to be working quite well for them.

You're giving Scholes way too much credit. Any such plan, however misguided it is, would take a lot of intelligence to think up. We all know that's not his strong point. But give him a plan to work out the details of, that's Scholes' job-
