I just did a quick google search - he's been playing at LB since November and it said he was keen to make LB his spot as Luton's other RB is a shoe in to start...wonder if the idea is for him to be brought in left or the right?

It does seem strange, but when you think about it, it does make sense. If Luton were to allow negotiations to occur it would indicate that JJ is available/allowed to leave, therefore they couldn't (legally?) restrict his options were we also an interested party and could offer him a job.
