Stephen Kelly has been injured a lot, and just twisted his ankle in their practice so could be while when he is match fit again. Could be also that something new has come up when having a medical.
Basicly a good player with decent technique.

I think the FA registration centre has now closed as the Arshavin deal cannot be ratified until tomorrow even though its a done deal apparently. So sounds like the Kelly deal is just waiting for Premier League clearance.

I have just spoken to a Bluenose friend of mine and he rates Kelly quite highly. "A versatile defender who is fast on the wing and can cross a ball" he said

I think this is the reason for delay or cancelling the deal:
Birmingham City's Stephen Kelly suffers further injury setback Jan 23 2009 by Colin Tattum, Birmingham Mail
STEPHEN Kelly’s hopes of reclaiming his place in the Blues side have been dashed.
Kelly was preferred in favour of Stuart Parnaby against Cardiff City for what was only his second league appearance of the season.
He had been out for more than two months with a thigh problem – and now injury misery has struck again.
Alex McLeish said: “He turned his ankle on the training ground, which is a wee bit sodden and heavy just know.
“It’s unfortunate for him, but these things happen. He’s worked extremely hard to get back to full fitness, he was raring to go and buzzing last week.”
Maybe they found out in the medical that it is more serious than they first thought.

The Huddersfield manager as just been on radio saying he as sent all the required paper work for 3 players which he as signed, to the FA before 5pm. But Lee Clark goes on to say that the FA haved emailed numerous clubs from the leagues. We have a back log of paper work and will put there approval on the deals in the morning.

I imagine the situation is as simple as:
Because of the backlog of paperwork, the transfer has not been completed by the FA yet. The reason for no official confirmation from the club is probably because they do not want to jump the gun just in case anything goes wrong with the deal.
