I do not however accept your explanation, I make this assumption on the simple basis that you were and are able to cater for 7000 Man Utd fans (and similar high profile premier league clubs) that according to official statistics are clearly less well behaved, and hence cause more of a safety issue, than Stoke City Fans.
This for me is a clear case of discrimination, and is symptomatic of the approach adopted by the majority of police forces, when it comes to policing stoke city matches.
As a public body answerable to the people, and in circumstances where it is patently clear discrimination is afoot I would like you to publish an official and detailed explanation of why you deem appropriate to discriminate in this manner.

This police intelligence is a joke. Is it the same police intelligence as they were so spot on with concerning that Brazilian bloke on the tube.
Just a cover up by the police, it's just a sentence they can use to justify their actions.
Disgusting behaviour by the police, they don't tell lies do they ? In the tube incident nobody else on the train heard any warnings shouted by the police, only the police, strange ?

I understand clearly now, that 7,000 Stoke fans can't be catered for, yet 7,000 Man Utd and 7,000 Sunderland fans can for the same fixture, an FA Premier League game. I see that many forces around the country are trying to ruin Stoke's Premier League campaign for it's fans. The key word in that sentance, being 'trying'.

post in here after youve sent an email to lancashirepolice@lancashire.pnn.police.uk with this email obviously dont forget to put your name at the bottom I'm writing to put forward my absolute disgust at your decision to block the full ticket allocation for Stoke City's Premier League game away at Blackburn Rovers on 20th December 2008. I like others, are outraged at the fact that we have had our potential allocation slashed by more than 2000, particularly when other teams, with a statistically proven higher rate of football related violence this season, were granted the full allocation. E.g. Sunderland. While I am not trying to imply that our fans do not have a reputation for misbehaving on our travels, (albeit a reputation) I find it completely unfair, if not discriminatory, that Stoke fans are singled out for this disgraceful treatment. This ridiculous decision can only lead to more problems for your police force. Evidently, the individual, or group that decided to make this decision did not think about the hundreds of infuriated Stoke fans that will inevitably swamp the usually derelict Blackburn home end because of the ticket fiasco that you have caused. Surely it would be easier to police all of the Stoke fans in one stand, than 4700 in one stand, and hundreds more dotted around the stadium. Another point I would like to add, is the fact that the Stoke chairman has offered to pay for any Stoke fan traveling on OFFICIAL COACHES, meaning more than 80% of the traveling fans will be escorted to and from the stadium on match day, leaving minimal chance for trouble. Now of course, due to your police force’s ineptness to organize things rationally, many more fans will be traveling unmonitored, leaving any possibility of potential violence open. The least you could have done is given fans a warning when tickets initially went on sale to give people with financial difficulties the chance to get money together for the trip early to save disappointment. Like myself, I was waiting until Friday (12th December) the day I get paid, to buy the tickets as I had full confidence we would be given the entire allocation. Also, loyal season ticket holders were aware of the large possible allocation so held back purchasing a ticket waiting for them to go on general sale this Monday, to allow friends who were not season ticket holders to come along and experience a great day. To conclude, you have been discriminative, for no apparent reason towards Stoke fans, claiming that they have the potential to cause trouble than any other club so far this season, with no evidence to back up this ludicrous instinct; you have unleashed the potential for many hundreds of Stoke supporters to sit in the home ends at the game, causing more trouble for yourselves; and you have denied honest supporters the chance to be SAFELY GUIDED TO AND FROM the game with an escort, instead deciding to deny this people a ticket, which will cause more problems. I implore you to respond to this e-mail giving the reasons why you made this decision and any evidence as to why you think we would be more troublesome than other clubs with a proven record to be more so than us. Blackburn v Stoke 20th Dec. Your decision to restrict the away following for this game is not only ridiculous, but a statement about your own lack of ability to police the community appropriately. I, like most other Stoke City supporters, are law abiding citizens who enjoy the right to exercise their own choices in what we are led to believe is a democratic country. We pay our taxes in part to fund our public services to act in our interests but, as with so many other incidents at football matches, this funding is clearly being misused by your authority in particular. The decision to restrict the allocation for Stoke supporters despite all other parties being in agreement is nothing short of a disgrace. The GMP in particular has shown a great deal of intransigence to normal people for some time and I personally hold you responible for insensitive draconian behaviour towards the people that you are employed to serve. I demand with immediate effect contact from somebody in a senior position who can discuss this matter with me and a note of the address to which a proper formal complaint should be issued.
