I've heard on the grapevine that the authorities are deliberately not putting prisoners out on license early because if they do they need to provide a probation officer and housing. If they serve the full sentence then no probation officer and no roof leading to homelessness, no job and in all probability, more crime.
Can anyone shed any light on this?
