Gideon and Labour before him, have been telling us for years that they're going to close the loopholes that allow this type of thing - a company that made $2.9 billion profit last year paid a smaller direct contribution to this country than pretty much any tax payer earning an average wage. This doesn't happen by accident. It happens by design of both the companies and the politicians.

When people think about possible retribution what action do you think should be taken?
Facebook by and in large doesn't necessarily need to employ a single person in this country to continue functioning as it does, Ireland, France & Scandinavian (especially these in terms of servers) countries are ideal places to have any physical base of operations given that there is excellent internet cabling infrastructure in place directly connecting Britain with them.
The things Facebook trades in to make money involve nothing besides the information people give to Facebook freely that the government has no control over, and micro transactions. Were there to be any attempt to legally block access to Facebook as some kind of punishment to the company it would simply educate more people on proxies. One of the biggest losers to that would possibly be Sky/Virgin. It's been about 7 or 8 years now they've been cashing in £10 a month for a HDD in your box which in total costs about £30-£40.
You can impose fines on them and go through legal battles but its unlikely to ever be met or seen through because of the lack of ability to enforce it. The government can't even enforce a ban on access to the pirate bay 2 years down the line other than letting individual proxy addresses get blocked by the courts each time a request is made. That's for a group that knowingly and willingly ignores the law, doesn't contribute anything to taxes yet still rakes in considerable amounts of money from people in this country through advertising (like Facebook) and donations.
