All it would take for a England manager to be reasonably successful would be to make players fight for their places.
Players who see Townsend and Wilshere stroll into the team no matter how bad their form are automatically going to see the team as a closed shop.
Would it be enough to beat a good team once we got through the group stages of a tournament? Who knows? But playing the favourites with no justification hasn't worked for years.
If England had just given Shawcross or Davies a run before the last world cup instead of praying Jagielka would make a miraculous recovery from being out for nearly the entire season we might just have been able to stop Uruguay scoring a long ball over the top. Both of those players were in good form and Davies was even getting national coverage in the press. Instead we got a defence that was chosen just because it had been good when used a year previously.

I think he once had a squad with almost 2/3 coming from Lpool, Everton or actually being from Lpool (Rooney)

What England need is a manager that will play players on the basis of form rather than favouritism, a manager that has the balls to drop a "name" and show the bravery to then reselect upon meritocracy where warrented.........................but England can f**k off because Mark Hughes is ours
